Support for Oracle 11g dropped (#641966, #641967)

The support for Oracle 11g as a relational database system has been phased out starting with ConSol CM version 6.13.0.0. The database has to be updated to one of the supported Oracle versions (12c, 19).

The Oracle hibernate dialect has been updated to a version compatible with 12c and 19.
