Third-party libraries updated in CM/Doc (#646853)

The following third party libraries have been updated in CM/Doc:

• guava: updated from version 27.0.1 to version 30.0

• netty: updated from version 4.1.46 to version 4.1.60

The users must update CM/Doc for these changes to become effective.
