Case transfer option on user deactivation (#664790)

The Users page of the Web Admin Suite has been extended to enhance user deactivation, providing more flexibility in managing assigned cases. When deactivating a user, a modal window which shows the number of cases which the user is assigned to is shown. The administrator can decide to transfer the cases to another user by selecting the user who should receive the cases and clicking the Confirm button. Alternatively, he can click the Skip transfer button to deactivate the user without transferring the cases.
